DOWNTOWN – The city of Cincinnati is about to face a legal challenge to its recently passed law against panhandling.

The Greater Cincinnati Coalition for the Homeless plans to file a lawsuit in federal court Wednesday afternoon to try to block what they describe as an unconstitutional panhandling rule adopted earlier this month, according to Josh Spring, the group’s executive director.

Spring says he will outline his argument against the new rule during a 2 p.m. press conference Wednesday on the steps of the federal courthouse downtown at 100 E. Fifth St.

On June 3, Cincinnati City Council voted to require emergency shelters to have “clear and consistent consequences” for those who panhandle, Spring said in a prepared statement.

“Those who know about homeless shelters know the only real ‘consequence’ at a shelter is getting kicked out,” Spring wrote.

If shelters do not enforce these city policies, they will no longer be eligible to receive city and state funding literally all the funding public shelters currently receive, he notes.

He chalks the new rule up to a “larger political move” by council. He insists there are only about 16 people who currently panhandle downtown and they are not violent. The city already has a rule against aggressive panhandling.

“The new rules are a classic example of politicians creating a ‘problem’ so that they can create the ‘solution,’ Spring wrote.




I work right across the street from the freedom center. I see more then 16 pan handlers there everyday. There is more when the reds or bengals are playing this person needs to walk downtown more often.

If someone really needed to eat I can see begging. But 90% of these pan handlers are better off than we are. I said it before on here, one of the DJ's for WEBN was going to a Red's game and a guy ask for some change. He pulled out the change in his front pocket and handed to the guy. What silver change he had in his front pocket. The guy glanced at it and handed it back. He told the DJ that he was a professional pan handler and that he embarrassed him by only offering him a few cents of change. Don't you have anything bigger?? Maybe not now but 20 years ago if someone acting like they were hungry and I offered them money and they said that to me I may have rolled them and took what they had. I don't want to see anyone go hungry but that is not the case with what is going on over there. Some may think I'm cruel but take a walk over there and let 2 or 3 of them start asking you for money within a few city blocks. Why should others be out of their comfort zone because someone is begging for money when they may have more than me to begin with.

I hate going over to get Jonathan from work becasuse they are on every corner and the only one that I really don't mind giving money to is the guy who tells you that he only wants it for beer and that is what his sign says to but the other ones you know that they have money
